Birth based Jati/Varna is a function of tradition. Not State. The State used the premise to formulate policies based on birth. If anyone can remove this birth criteria it is the Dharmacharyas. Not the State. This is the reason why the State could not and did not outlaw Jati.
It is interesting that most of the old Russian folk tales are set around Kiev. There are even a few around Novgorod, Murom, even Chernigov. But there are very few set around Moscow. Moscow is indeed the new city in the Russian civilisational sphere.
